The mission of the Public Procurement and Purchasing professions is to ensure that the university's needs in terms of works, supplies and services are met efficiently, economically and responsibly. In charge of awarding and executing public contracts, these professions manage various types of contract, from public procurement contracts where the university finances the entire service, to concessions where a manager provides the public service in part from his or her own revenues. These professions integrate purchasing performance into their approach, based on criteria of economic and technical efficiency, as well as social and environmental responsibility. Their missions cover all the university's activities, from education and research to property management, IT and documentation services. With average annual purchases of 130 million euros, these professions play a crucial role in managing resources and supporting the university's core missions.

Public procurement and purchasing professions
As Public Procurement Officer, you will implement competitive bidding procedures to meet the purchasing needs of the university's various structures, such as UFRs, schools, institutes, research laboratories and administrative departments. You draw up tender documents based on the needs of the purchasers, and ensure that the procedures are legally sound. This includes examining tender analysis reports, drafting the necessary legal documents, and following up the administrative and legal aspects of public contracts. Your role involves regular interaction with purchasers, departments within the Public Procurement Division, other financial divisions and bidding companies.
As a SIFAC Public Procurement Manager, you will work after the contracts have been awarded to model the new contracts in SIFAC, the university's financial information system. You will work closely with the person in charge of contracts, who will provide you with the necessary legal documents, such as the deed of commitment or the price schedule. You will also be responsible for updating these contracts in SIFAC in line with legal and financial changes, such as contractual amendments or price revisions. In addition to this management role, you create and modify suppliers in SIFAC, checking that requests comply with Aix-Marseille Université's procedures and purchasing policy.
As a Buyer Analyst, you will actively contribute to improving the institution's purchasing performance by proposing and implementing effective purchasing strategies aimed at rationalizing expenditure and reducing costs. You will advise and assist the university's various buyers in defining their needs, and support them in the consultation and negotiation processes with companies. Your mission also includes analyzing the university's purchasing data, participating in annual and multi-year purchasing planning, and monitoring and reporting on purchasing performance.
